Not really anything new, Apple is just making non- crAppStore app installation slightly less convent then it already was:

If we are going to continue to release OXT on Apple Desktops then maybe it's time we should to subscribe to an Apple developer account (which it seems still costs $100/year) so that we can get OXT distributions Sign and Notarize?
I don't know if there's any other advantages to having a paid Dev account with Apple.

There's a comment on that site that I couldn't agree more with. Exactly this:

Apple, like the rest of the world, is powered in large part by Open Source infrastructure. They've had a booth at the SoCal Linux Expo to hire Linux admins. iCloud is a series of Linux farms. The Darwin kernel is Free.

But the parts in between evidence an uncomfortable balance-seeking between industry-standard tooling and value extraction.

Note the version of rsync that still ships with macOS, for example.

Ugh, now I read this, another annoying and end-user-scaring monthly message if your app uses screenshots or does screen or microphone recording.

I get why user authorizing an app for that is needed, at least once, for security, but that message doesn't need to be as scary as it is.
