Not really anything new, Apple is just making non- crAppStore app installation slightly less convent then it already was:

If we are going to continue to release OXT on Apple Desktops then maybe it's time we should to subscribe to an Apple developer account (which it seems still costs $100/year) so that we can get OXT distributions Sign and Notarize?
I don't know if there's any other advantages to having a paid Dev account with Apple.
...or we could just stick with providing instructions for installing using GateKeeper exceptions method.
